<p>After <a href="http://www.capitaltonight.com/2012/01/negotiating-the-lines/" target="_blank">much confusion</a>, at least part of the state legislature's new boundaries have been illuminated when Albany's redistricting task force <a href="http://www.latfor.state.ny.us/maps/?sec=2012a" target="_blank">released draft proposals for the new boundaries of state legislative districts on their website</a>.</p>
<p>Redistricting, where new legislative lines are drawn once a decade to account for population shifts, is a highly contentious process. Incumbent politicians can see their electoral fortunes rise and fall depending on the constituencies that their new districts encompass.</p>
<p>Individual members received their proposed district maps last night, and we've seen at least once unhappy Assemblyman <a href="http://www.politicker.com/2012/01/26/poughkeepsie-assemblyman-to-retire/" target="_blank">announce his retirement so far</a>.</p>
<p><!--more-->The final lines are still in doubt. The plan will need to weather a possible barrage of lawsuits and the potential veto pen of Governor Andrew Cuomo. Governor Cuomo has repeatedly said he'd veto lines drawn in a non-independent manner, a line today's plan would certainly appear to cross. But Mr. Cuomo has also <a href="http://cityroom.blogs.nytimes.com/2011/10/26/cuomo-signals-hes-open-to-compromise-on-redistricting/" target="_blank">warned</a> that such a veto could create "chaos," and few profess to know whether he'll ultimately sign or veto the map.</p>
<p>If the map is vetoed and the legislature is unable to present a plan that the governor will sign, courts will eventually intervene to draw the districts themselves. This can scramble things up significantly, as the courts may choose to entirely ignore the desires of the incumbent politicians.</p>
<p>New Congressional lines have yet to be drafted. New York is one of the few states in the country that has yet to decide new Congressional lines. </p>
