Bill de Blasio is framing the 2013 mayors race as all about the outer boroughs and, also, term limits.

Those are shots across the bow to one of the leading candidates, Christine Quinn, the City Council Speaker who is from the West Village and supported the mayor's push to extend term limits.

In a radio interview this morning on WOR, host Joe Bartlet speculated that the mayor's race "is going to be about the outer boroughs."

"I think that's right," said the Brooklyn-based Public Advocate. "One of the things we have to fix the most is make it a five-borough government," he said.

De Blasio said the speculation about the mayoral two years away is happening sooner than you'd expect because the term limits extension created "a kind of strange vacuum where the mayor is here but under conditions that people are not comfortable with and there's great yearning to move forward."
